Family Self-Sufficiency Program
As part of the Federal Housing Choice Voucher Rental Assistance Program, South Shore Housing administers the Family Self-sufficiency program (FSS). The FSS program works with families to establish goals and a five-year plan to reach the final goal of employment and no longer receiving welfare benefits.
While participating in the program, participants meet regularly with a case manager who reviews their goals, progress and ensures the family is receiving the necessary supports and services to achieve their goals. Participants are required to develop an individual service plan and sign a contract of participation for a five year time period.
As families are participating and increase their earned income there is money put into an escrow account on the families’ behalf. At the end of the contract the money in the escrow account is given to the family providing they have achieved their goals and are independent of welfare assistance.
Many of the graduates of the FSS program have gone on to purchase homes of their own; this is not a requirement of the program. Participation in the program does not mean you have to discontinue your participation in the Rental Assistance Program, you can continue receiving rental assistance as long as you remain eligible for that program.

- Support from other participants and case managers
- Identification of area services
- Access to speakers in many areas of interest
- Positive effect on yourself and your children
- Funds in the escrow account
Disadvantages of participating in the program:
None – if you find you are unable to participate in the program you can voluntarily terminate your contract with no repercussions
